Search warrant leads to Pea Ridge arrests

The Irvine Police Department and other county law agencies executed a search warrant at 922 Pea Ridge Road on August 23, 2014, after conducting a series of controlled drug buys at the residence of Samuel Lucas Willis.

But the most incriminating evidence came on August 22, when 911 dispatch received a pocket dial from an unknown cell phone.  A series of drug transactions could be overheard and were recorded at Estill County Dispatch.
When the dispatcher returned the call, a male identified himself as Lucas Willis.
Officers arrested Willis for possessing oxycodone and having over $600 in cash.  He was charged with three counts of trafficking in a controlled substance, first degree; one count of illegal possession of a legend drug (Nuarnantine); prescription of a controlled substance not in a proper container; and possession of drug paraphernalia.
He was lodged in the Estill County Detention Center and his bond was set at $50,000 cash.
Other arrests were made at the scene.  Megan Estes, 21, of 4996 Dug Hill Road, was arrested after she and another male drove up to the residence while officers were on the scene.  Estes was detained and interviewed.  She stated that she had come to the residence to purchase oxycodone and that she had purchased it there in the past.  She was charged with public intoxication of a controlled substance, and attempt to traffic in a controlled substance. Her speech was slurred and her eyes drooping.
Darrell Spicer, 52, of 470 Pea Ridge Road, was also detained after driving up to the residence while officers were conducting the search warrant.  Spicer was arrested on Madison and Estill County warrants.  The Estill County warrant was for failure to appear in court to face charges of operating on a suspended or revoked operating license, no registration plates, no tail lamps, and failure of the owner to maintain required insurance. The Madison County bench warrant was for failure to show proof of restitution to Kohl’s of $149 for the underlying charges of theft by unlawful taking or disposition of others, contempt of court libel/slander, resisting to order, and non-payment of fines.  He was also charged with possession of drug paraphernalia after an officer located a straw with residue in his pocket.  Officers Brad Smith and Karl Rifenbark served the warrants.
IPC Chief Brad Smith said the investigation is on-going, and more arrests are possible.
