District 1 Constable Danny Conrad charged two Estill County Jail inmates last week for offenses that he observed while at the facility.
Both incidents took place on Nov. 20.
While conducting searches for illegal items in the jail cells, Conrad located several items under the mattress of an inmate.
Steven D. Lemaster, 49, of Powell Avenue, faces charges of first-degree promoting contraband for having the illegal items in his cell.
Conrad found a rolled cigarette, a clear bag with tobacco remains in it, a used cigarette and a cigarette lighter.
A bottle of Lemaster’s prescription medicine was also found under the mattress.
Estill County Jail employees Rick Goosey and Melinda Philpower also witnessed the contraband in Lemaster’s cell.
Lemaster is being housed at the facility after he was arrested in a drug-raid conducted by the Irvine Police Department earlier this year. He previously faced drug-trafficking charges.
An additional bond amount of $5,000 cash was added for Lemaster’s release.
Later that day Conrad issued first-degree criminal mischief charged to an inmate attempting to break through a jail wall.
Conrad reported in his uniform citation that while transporting another subject to the jail he noticed, “someone beating on the wall inside the jail.”
He said he believed the suspect was trying to knock a hole in the exterior wall.
Conrad, Goosey and Deputy Jailer Michael Goosey worked together to pinpoint which inmate was causing the damage to the wall.
One of the deputy jailers watched outside as Conrad watched the surveillance system inside the jail.
Conrad wrote that Jeffery S. Henry, 29, of Woodland Estates, could be seen going in and out of his cell.
He wrote, “each time the subject was in the room, there would be a loud noise and the jailer outside would confirm there was pieces coming out of the wall. “
Conrad and the jailer’s observed this behavior for 20 minutes before searching Henry’s cell and finding a broken handle.
When asked about hole, Henry denied knowing anything about how it got there. He was later overheard on surveillance telling other inmates he had been “ratted” out.
Henry is charged with first-degree criminal mischief.
